The Barcelona Provincial Council and the municipalities pledge action against climate change, for this reason, they have joined forces through the Covenant of Mayors. Fighting against climate change involves acting against the causes (mitigation) and their impacts (adaptation). Mitigating climate change: reducing greenhouse gas emissions, reducing energy consumption and promoting renewable energies are key aspects, as well as reducing the generation of waste and increasing recycling. Adaptation to climate change: assessing vulnerability to the impacts of climate change — increasing temperature, reduced water availability, severe storms, etc. — and acting to be better prepared to deal with these impacts. The Covenant of Mayors for Climate and Energy signatories are required to develop a Sustainable Energy and Climate Action Plan (SECAP) which establishes the mitigation and adaptation measures to be carried out. Barcelona Provincial Council provides support to the municipalities in all phases of the process: drafting the action plan, implementing measures, monitoring the plan, communication and training.
